Offering Forum in which opposing viewpoints are communicated
Look at the title for a minute.... To me, this is hard to understand, based on the way it is spoken. So, here's a way to slim it down, to make it sound easier....
"Offering forum" - I say this means like giving or presenting an idea to someone very skilled in what they are trying to get better at.
"Which opposing viewpoints are communicated" - This one may seem tricky, but it just means something completely simple: debating.

Now, how this is used in the real world. For example, the newspaper. It has many things on this. (Mainly in the editorial section). A newsmagazine , or even a juicy debate on TV, like the Presidential debates in November. Some of those things help people get their ideas to present their point of view.
